But imposing these burdens on victims is tantamount to punishing them. 

If someone posts on the Internet that they are going to do harm to someone
in power, their fingers would barely be off the keyboard by the time there's
a knock on the door. Excuse me, but what about the perpetrators of these
monsterously damaging attacks? Have we descended so far into an Orwellian
world that we no longer expect anything at all useful of those we have given
so much power to?
