America has the right idea because it is always a (mostly) healthy struggle 
between 
liberty of individuals and freedom of everyone.

The government isn't better or worse at human rights, health care, or banking 
than 
the free market is, but the whole point of government is to regulate all 
affairs so 
things run smoothly and stay in control (as well as other important things like 
protecting our borders, making treaties, etc.). We have adequate history to 
show us 
that the free market needs government regulation.

When an outbreak of disease happens, I expect my government to quarantine 
people as 
needed for the greater good. If people are still running infested desktops 
connected 
to the internet, and aren't acting to remedy the situation, those computers 
need to 
be taken down and their owners rehabilitated, possibly by running properly 
configured 
Linux or Macintosh desktops instead, since those platforms have a track record 
of 
being more resistant to malware than Windows systems are.

Or, if they don't want to switch to a more secure platform, they can instead 
take 
classes to become a Microsoft-certified professional and gain the expertise 
necessary 
to be able to keep their own system clean. ;)
