Most of the total volume is still well below the surface.  It can be
burned but the surface area is tiny compared to the total.

The booms that are attempting to keep the 2 to 4 depth of this slick
from moving are going to burn and then need to be replaced. they are
doing more in containing the close to the surface oil.
