Actually, I could probably copyright it, because my job description is
Systems Manager. It doesn't say anything about software development. I just
saw a need and went for it. I copyrighted the CyberWatch program that is
sending out 11000 emails every day and I have done so with other apps while
working as a consultant in the past. I will probably do so here too.

I hate to say it Mike - but, its probably not legal to do. Since John
works for someone, and he built this system while working for them - it
sounds like a typical work-for-hire thing (although I may have that
terminology wrong). But, in the end, he was paid to create the program -
but, the people who paid him own the SW, and the copyrights and all of
it. 

Honestly, like others have already said - its too bad he didn't own the
rights - cause a system like this would kick butt all over the USA - and
he could practically be Set For Life with something like this. Oh
well...
