Is there a good way to verify that the motherboard is bad.. I've got two here that I've put new power supplies in, only to eat the wasted power supply because they still don't work. Removed all the components, etc. and reseated them and I'm about 99% sure it's the motherboard, but hate to replace it if its something else..

The way it works is it first put 5v on the motherboard which verifies various functions on the motherboard then responds by raising the voltage on a signal wire back to the power supply telling it to kick in the 12v lines to start up the hard drives, etc. If that handshaking doesn't occur, then you get the response you are seeing. I have never seen a computer that integrates the power supply into the chassis.
