1)  Federally run program are never really broke, any more 
than the US Government is ever really broke.

Federally run programs are not designed to make a profit. 
They are designed to deliver a designated level of service 
to the American people within a budgetary process.  They are 
suppose to be broke at the end of a budged period, so they 
break even.

On the other hand privately owned company's primary purpose 
is to make a profit for the stockholders.

2)  All the programs listed below are still in business with 
a focus on serving the American people, rather than gouging 
the American public to up the bottom line on the income 
statement of those who own the company via publicly traded 
stocks and bonds.  Successful programs as defined by those 
who created them should be carry forward and unsuccessful 
programs should be eliminated.
