It really depends on the business. I'd say if there are fewer than say 30 
employees, 
then it makes sense to have a payroll service. More than that, and the company 
is 
going to have someone on site doing the books anyway, and payroll is really no 
big 
deal if you keep the accounting software updated and spend a little time 
keeping 
abreast of new laws/changes.

I'd say, if the company already has an accountant or bookkeeper on staff, it 
probably 
makes sense to handle payroll in house. If the owner or other executive would 
otherwise be doing the payroll, then definitely outsourcing is the answer.

Same with email servers, BTW, but substitute 'accountant' with 'sysadmin'.

Of course, if the accountant or sysadmin recommends outsourcing, that is 
probably 
what should be done.

IOW, it depends.

I would never recommend to my client to outsource email, but that's me.
