PHP is loosely typed. If it's not zero, it's TRUE, as well as perhaps
being a string or an integer or something else.

Insufficient data. tell us more and perhaps we can shed light where

A programmer's goal is to make it work. Sadly, they spend little time
considering what to do when the program fails.

Without more specifics, it's hard to help out, but I could suggest you
try using curl, the command-line tool, directly from the command
window, to see if that provides more enlightenment, or perhaps a
browser to the URL, if that's applicable. Wrapping it all in a couple
more layers of indirection, through a web server, through the PHP
interpreter, just makes it harder to debug.
