Judging from what you have said about, it sure sounds like Verizon is following in Microsoft's footsteps. LOL If I were you, I'd keep my eyes open for another ISP. If you have already gone through bankruptcy, I can't see how dropping Verizon during there claimed one year minimum contract period would hurt.
