The good news, they have a 13 to 15 foot seawall. Bad news, the storm 
surge might be higher than that seawall?

Such a storm could cause a storm surge of 18 feet in Matagorda Bay and 
four to eight feet in Galveston Bay, emergency officials warned. The 
surge in Galveston Bay could push floodwaters into Houston, damaging 
areas that include the nation's biggest refinery and NASA's Johnson 
Space Center.

How close to Galveston is Matagorda Bay? Galveston Bay is on the inland 
side of the seawall? Will the 4 to 8 foot surge come in the inlet or 
right over the barrier island?
