You know, I could be totally wrong, but my experience, having been in thousands of the "poor" homes is this. They have plenty of money for beer, wine, cigarettes,etc. They can get money when it's for self gratification, but not so much when it's for paying the bills. Life is about choices, and their problems almost always stem from taking lefts when they should have gone right. It's a complex problem, and it has always been with us. As I recall, Jesus said something about the poor always being around. They were around then, they are around now, and they will be around in the future. Stupid people, make stupid decisions, and many times the results ain't so good. This is not to say all poor people are stupid, but I think many are. You can do all you want to help them, but they just don't get it.
Having said all that about poor people, I still feel an obligation to help, but not all of them. I only want to help those who will help themselves. Those who are just using the system need to get a clue. The poor typically subsist on the least expensive food available. This sort of diet contains a lot of "empty calories", Very little protein, no vitamins and especially no minerals. If you ever try this, and I most definitely do NOT recommend it, you will sustain a significant weight gain. Women, I think, even more so.
