It's crazy.

So in my case they were waiting for the Government person to OK a contract 
modification, in other words, THEY WERE WAITING FOR A SIGNATURE on their 
contract, but they expected ME to work WITHOUT a signature.  

And I would have if I thought they were going to react like this.

They don't see the irony in that?
