It's a feel good type of thing that no one can be opposed to. Unfortunately if
it's carried out by a government entity, by definition, it will be inefficient
and not be cost effective. If there is an economic benefit, let private
industry handle it... or let it become more expensive to the point of cost
effectiveness.
