As it turns out the client computer's PC-Cilin email
scanner was choking on one message.  Outlook was
reporting that 635 messages needed to be downloaded. 
It would stop at around message 500.  There were no
error messages until I manually hit the send/receive
button and turned details on.  This error would cause
the messages to be downloaded over and over again
because the mail server was not receiving the
acknowledgment back that the download was completed.

I turned off the email scanner, downloaded all 635
messages, and then turned it back on.  This fixed the
problem.
