Even Safe Booting with Command Prompt did not allow these two Norton 
Utilities [v8.0, 1994] to run from the Command Prompt:

         Test Search
         Disk Editor

Note:

I too quickly erased the Trash Box from Eudora 7.0.1.0.

I am running XP SP2.

The file is not in Recycle Box.
