If you look at http://icalshare.com/index.php?topic=holidays you will 
see that there are many ICS files that can be downloaded.  I would 
envisage that ICS files to be accessed would be stored locally rather 
than subscribed to on a remote WebDAV (?) server

I would want to be able to (i) see if  <specified date> is marked as a 
Public Holiday in <ICS file> (ii) return a list of dates within a 
specified range that are Public Holidays.
