Not all Big Business, just some, like financial industries (loans, mortgages and insurance), and then there's the drug industry. It's these particular industry's turf/share/piece of the pie. Others Biggies have different turfs, with relatively little interest/involvement in spam by comparison, but they aren't going to complain so long as nobody complains about their slices. It's a nice dance in their view, but average people lose in several crucially important ways, and hobbling email's potential is definitely high on that list.
