We have what is known as a "gas tax" and we also have toll roads. The toll
roads are just there to give people road rage!

Insurance by the mile is one thing but tolls are quite another - the 
(toll) road/bridge is there and has to be maintained etc for my 
(potential/possible) use regardless of how little or much I actually 
choose to use it and I should expect to pay something for that 
regardless of how little I use it.  I believe that economists would say 
that charges for such provision should be regressive,  i.e it should get 
cheaper (per mile/per use) the more you use it.

We already have tolls by driving profile (sort of, in the London 
Congestion Charge).
