One other way to approach controlling foxuser is to create a configuration
file (clean.fpw) that has

RESOURCE=OFF

in it. For example, I have one that looks like this:

COMMAND=SYS(3050, 1, 512*1024*1024)
RESOURCE=OFF
BELL=OFF
CATMAN=OFF
MVCOUNT=2400
KEYCOMP = WINDOWS
MULTILOCK=ON
TALK = OFF
EXCLUSIVE = OFF

But to continue with your environment testing the RESOURCE line is all you
should need. Then start VFP with the -c switch pointing at the clean.fpw.
Use the full path to the config if it's not in the directory where you are
invoking VFP. At that point VFP should not be picking up any saved info from
foxuser. This time for sure....

Just a WAG - if VFP is remembering something it will most likely be in
foxuser.dbf - have you tried deleting that?
