I'd second Dave. Trixbox / AAH is the way to go. It's a complete Linux + 
Asterisk + management tools package on a CD. Makes life a lot easier. 
What do you want to complicate life with VPC for?

Other points (from running an AAH installation for about a year now):

- it (Asterisk) is rock solid IME
- PSTN in, VOIP out, as you are contemplating, is a good strategy
- Sign up with a good VOIP provider, don't go for the cheapest (we use 
Gradwell)
- Only slight problem you _will_ encounter is call quality degradation 
at semi-random times.  It's liveable with but noticeable.
- As with everything in life <g> it's not _quite_ as cheap as you think
- We went for digium cards. Not the cheapest but there are plenty of 
stories of cheaper cards that caused problems / were faulty.
- you need a good router that allows for QoS
