I played with your code and saw that it wrote a runonce.ini to
the same directory where I had been putting my runonce.ini. I tried
printing from Notepad, and it worked correctly. I then adjusted my
code to see where the difference was.
I found a snake!
It turns out that I needed to add a ShowSettings setting so
that the settings would not be displayed. When I did that, it picked
up the correct values.

This is really stupid. Naturally, when working with a tool for
the first time, I (and many other programmers) will want to monitor
what is being done. Not having ShowSettings set to not display
settings meant that the wrong values came up. Why, oh why? Why
could they not have just set the values according to the runonce.ini
and then allowed changes? This cost me several hours.
