Sounds like a "security suite" package getting it's fingers into to many cookie jars and causing resource issues. I had a simple VFP app that would shut down and exit from the "Applications" tab correctly, but stayed in the "Processes" tab until restart or manually killing it. All because the "security suite" detected the single top-level application had the WinSock ActiveX on it.
