Converting to decimal, using the calculator in programmer mode, gives 1307400923.17257604, I'm guessing where the decimal place should be, which is June 6, 2011. Since there's no timezone you can guess it's 22:55:23 GMT, but there's no guarantee MSFT follows anyone else's standards.
