I'm using ovh.com. They offer a broad range of services, from an inexpensive virtual server for a few dollars to a redundant private cloud based on ESXi. Support requests are usually answered within an hour to a day depending on severity of the issue. You can renew on a monthly basis which for me meant that I would simply move my server to another machine if I encountered problems instead of wasting my time fixing the issue. Their North American location is at the US/Canadian border.
