Under any of the NT kernel lineage (NT, 2000, XP, Vista, 7, 8) it's not DOS, for a start. It's CMD.EXE, which happens to support MS-DOS commands.
Secondly the ability to run CMD.EXE in a fullscreen 'text mode' of the graphic adapter has not been there since XP.
