I had a similar problem and it was because I had 2 Java installations one of which was in the default folder where the installer places it and the other was in a separate folder where an application had "placed" it's own Java runtime.
The default updater will ONLY update the one in the default folder unless you tell it different. do a file search for javaw.exe to see where there are instances of Jave.
