The target element goes in the link that calls the web page, so if you put it in the link to the page with the embedded pdf, you could open the web page in new window or browser tab. Alternatively, you could put the object code in a web page of its own with a link that open that page in a new window or browser tab. For example:

<p>You can try our <a href="cakes.html" /target="_top"/>lovely range of cakes</a>.</p>
