No, it's where you create a shortcut to SETUP.EXE, then right click on
it look under and Properties | Compatibility.

Not sure there's too many people still running VFP 7 to be honest.
Apparently the OCX in question has a dependency on the VB6 runtimes, so
maybe installing those first might help.
