Yes.

You're developing a web app, right? XAMP is Apache, MySQL, PHP on Windows.
So, yes, you can develop a PHP application on your local machine, and later
move the PHP code and the MySQL data and probably some of the Apache
configuration from a local machine to a hosting provider (or a cloud
provider) on the Internet.
