I'm not sure what "has raster" means. If you can shine a flashlight on the
screen and make out a ghosted image, it's likely the backlight is not
working. You could also veryify by booting with a live CD to ensure it's
not just an OS/video driver software problem.

It could just be a loose cable. The two main components of the backlight
are an inverter and a cold cathode flourescent tube on older laptops, an
LED backlight on more recent ones. These are repairable/replaceable, but at
some cost.
