Well, they are the administrative user. I would expect things to work for
them. I would not expect that non-admin users could install software or
register OLE servers. Have you tried to register VFP9r.dll as the admin
user?

The first thing I did was reboot! ;^) All of the users belong to the administrative group. I can register vfp9r.dll as the one user. I can not register vfp9r.dll as any of the other three users. Since it is registered for the one user it should be registered for the others. This behaviour started yesterday after the Windows updates. I did a system restore to prior to the updates but it had no affect on this problem.
