I did a project for hoovers in Austin way back in the 80's, or 90's They had a fax board on their server. We simply passed a string to it and it dialed for them.
Don't remember having it go silent as the project was faxing, but it should be pretty easy to do it with a fax modem and disable the fax portion via its command options.
