Have lots more goals than that though as that was only a given example

Virgil,

If budget constraints are a problem with Safari and Opera, why are you even
considering a different computer?

Your problem appears to center around rendering in browsers.  I submit that
the OS has little to do with that, although the size/resolution of the
monitor might.  What you need is a full range of browsers (they all run on
Windows), and perhaps high and low-res monitors.
