The VFP installer has a lot of dependencies, and one missing or outdated will be a problem. WinXP is incredibly old, and you need to include a slew of patches and updates. I'd suspect, if it wasn't the video driver, it's likely a GDI update (especially if you're using VFP9) that hadn't been applied. I'd run the WinXP both through WIndows and Microsoft Update a couple of times to ensure all the pieces are applied.
