OK,
SAP does that a lot (email as a driver of workflow - I don't like it as
a design - but...), I have also seen it done with Lotus Notes (which has
built in workflow software for this) but everyone has to be on Notes.
Think about requiring your users to automatically or manually forward
these emails (maybe annotated ) to an email sever on your hosted
website, which you should be able access programmatically - Zoopla does
this so maybe WordPress does.
Not a Foxpro solution, but Fox isn't a good web tool (though there is
that Russian webserver...).
