I have operated a web server, email server, and from time to time, FTP and "other" services on a DSL connection with 768kbps upload (2Mbps down) both for myself and for clients...both paying and not paying. My hosting never elicited comments about "Wow! That's fast!" but then it also never caused complaints about slowness.
With the competition between cable and the phone companies, most places now have very respectable cable speeds for very competitive prices. I'm using my local cable (Cable One) for 50Mb down, 2Mb up and have moved most of my web server stuff (websites, SFTP backup) to the new link with great success. The 50/2 link is costing me $50/mo and is getting 99.5% up time. (You also want to consider that most ISPs now meter your throughput and will throttle, or charge additional, when you exceed some volume of data.) The biggest reason to use a CO-LO or pay for hosting at a Host Provider is that you'll get much closer to 24x7x365 uptime, obviously higher throughput, and best of all, less responsibility if something stops working. After living with hosting my own servers (via DSL, and now Cable) for 10 years, I can say that living with the responsibility of being "the guy" that has to "do something" when there's a problem is not to be ignored. A HUGE part, in my opinion, of the value of paying someone else to provide the hosting (regardless of what type of hosting it is) is to let them worry about the electricity up-time, the net connectivity, and dealing with the hack attempts from China. A big concern of mine when I'm going to be out of town or on vacation is always "will I have access to my servers from ......" wherever I will be. It's certainly something to think about.
