mmmm New box you say? The config file points to what server now? Can that server be pinged? Does that server still have SS running as a service on it? They may have demoted the "service" to manual mode and it is not available to SSMS because it is really not hot to receive any API requests. This is what I do to STOP a box or instance from getting used, I stop the service for it and wait for the help desk tickets. Sure we attempt to run ahead of the event but sometimes the peeps out there have their own excel data access that we had no idea is running.
