"all you can eat" means "all you can eat", but if he's running a tab he should 
STFU.

problem customer before.  Wisth plans to picket the restaurant every 
Sunday until something changes."

Has a tab at the restaurant? That means he owes them for the fish he has 
already eaten? And they still gave him more to take home? He is 
complaining about what?
