I would definitely answer: it depends :) In some cases, where it is most important to ensure that the user has the latest changes available I would refresh my pick lists (I very infrequently use combos) in their gotfocus. Other I would only refresh/load when the form first loads. Others I would put a "refresh" button so the user can manually call the refresh if they want.
