Yep, we used to have a client in a very rural part of Connecticut. Their power was so bad that every time the phone rang, the lights would dim! It did take the power company coming out and showing them they were only getting ~103 volts from the wall before they'd believe us and put UPSs on their computers. Finally all their data issues went away.
