A friend of mine was involved in a similar project. They spent months interviewing users to determine exactly how the system would be used, what the users wanted and designing the interface screens. They then submitted the results to the big boss who promptly set about changing it to what she thought the users wanted despite never actually using the system herself - a waste of time and money!!
