The keyboard doesn't send a character to the computer it sends a code which
the computer then interprets to derive the character using the selected
keyboard layout.  I can't remember the codes but if you strike the top left
character key it will produce a code which a US/UK keyboard layout will
interpret as Q but a French layout will interpret as A, the next one to it
will be W for US and Z for French, etc.  Shifted 3 produces # in US and £ in
UK.
