From what he described, "picked" is probably the wrong word, as it
implies an active choice. What is much more likely is that he accepted the
default that the setup app presented to him, which happened to be Albania. IMO,
if that's the case, that's a really stupid choice for a default language, as
I'm sure that the number of potential Win7 installs in Albanian is hardly the
most likely scenario.
The hallmark of a good design is that it makes user errors much less
likely.
