Kurt,

Easy enough for the QA Tech guy to have a common practice regarding
something seen commonly in his area that has nothing to do with your area.

Transfer a file directly to a location, it gets one type of NTFS settings,
then copy that file, doesn't change its NTFS permissions but does inherit
from parents.
