My testing of the PushOK trial will check out the project file preventing other developers from checking it out. PushOK has a freeware ActiveX control to SVN. If you have a wrapper for the Project Manager, this ActiveX control could be used to get things in and out of SVN using the other tools for the binary in the middle.
