Review Comment:
   In CEP-53, you define the flow of `cluster_ops_node_state` as:
   
   * Sidecar for NodeA writes to the `cluster_ops_node_state` table `RESTARTING`
   * Sidecar for NodeA restarts NodeA
   * Sidecar for NodeA  writes to the `cluster_ops_node_state` table `SUCCEEDED`
   
   Do you plan to reuse the insert for the update to succeeded? Or do you want 
an explicit `UPDATE` statement instead? From the perspective of Cassandra, it 
doesn't really matter since inserts are upserts. But it would be useful to 
understand the flow.
