According to the ASF guideline (https://www.apache.org/legal/generative-tooling.html), contributors may use any tools as long as they follow the guidance in that document. Additionally, many ASF projects already use CLAUDE.md, such as Apache Airflow, Apache Superset, Apache Spark, and Apache Struts.
