Absolutely.

With .254 being use of
 a public/open resolver:

 https://www.spamhaus.org/faq/section/DNSBL%20Usage#200

The errors resulting in those returns are errors by the party doing the DNS query. It doesn't matter what value you are looking up in the DNSBL, because you are asking in a bad way.
