can probably write a glue-script to access it, however it seems to only be open to "businesses that have been approved by WhatsApp." Why don't you simply skip WhatsApp which anyway requires a phone message, and send an SMS to the phone directly? https://developer.nexmo.com/messaging/sms/overview is easier and reaches a wider audience. WhatsApp is just a proprietary, exclusionary tool that serve the spyware economy, not the users.
