You're quite confused.  An email address is not a username.  The
authorized_submit_users parameter is a filter on the login accounts
that can run the sendmail(1) command to submit local mail.  Thus
if the web software runs as user "www" or "www-data", ... you can
block that user from submitting mail.  This filter has nothing to
do with the email sender address of the submitted message.
